One of the main areas of concern is the development of industries that do not damage or endanger the environment is an urgent concern as industries now face dwindling resources, greater demand and more regulation both locally and internationally (Schnietz Epstein, 2005). Whereas before when interest in environmental concerns were seen more as deterrents to a company’s operations. The increase of judicial decisions levying companies to pay for environmental damages due to their products or manufacturing processes has changed the view to one that treats environment concerns and conserving energy resources as part of ensuring profitability. An assessment done by the United Nations Environmental Programme (UNEP) (2002) indicates that the deterioration of the environment has global implications. They point that the depletion of the ozone layer has been linked to stress marine and terrestrial resources though the depletion is mainly concentrated on the poles. Furthermore, scientists estimate that at the current rate of consumption and pollution, the earth’s ecosystems will simply collapse from human demands. De Man (2005) also points out that there are higher social expectations concerning environmental awareness and responsibility among business organizations. National and international efforts have sought to develop universal relevance of the issue not only to promote it as a concern but also to established responsibility for the issue. Robbins (2003) considers these an indication of the urgency and importance of the issue which in turn is to establish it as global critical priority. At the same time, climbing of energy prices due to demand has highlighted the need to raise efficiency and promote conservation. However, there are varying opinions on the approaches to be taken. One of the issues that have been subject to extensive debate is in the development of air pollution control programs. Wigley (2006) points out that because air has no geographic border nor physically contained and all countries have to compete for energy sources such as oil, the issue is an inherent global concern. This global perspective is the basis for the Kyoto Protocol which aims to establish an international monitoring and management system for carbon emissions. The Kyoto Protocol sets a quota for industrial emissions per country where residual allowances can be traded off to other countries and economic sanctions can be applied to violators. Thus, countries are not only politically motivated to control their emissions but also can gain monetary compensation for their efforts. Accession and implementation of the protocol has proven challenging. Opposition to the policies point out that aside from the operational difficulties of the policy and can deter economic growth and development since most industries are energy-intense and impact the environment (Bohan, 2007). Critics of the Kyoto approach to the issue suggest a national interest approach. In contrast to the former, the latter suggests that, â€Å"whats good for the nation as a whole in international affairs†. Using this perspective, instead of developing an international policy, each country must formulate its own towards a common goal (Roskin, 1994, p. 1). As each country is able to achieve individual environmental goals, public interest, which includes the global community, will be met effectively. Thus, what seems to be an inward-looking or even selfish approach to environment and energy issues can be in fact a means to accomplish international goals. Critics of the approach contend in turn that there are no assurances that independent states will develop and implement environmental and energy efficiency protocols. Also, they believe that by leaving consequence at the discretion of national governments, implementation will not be effectively policed. To date, there has still has not been full accession to the Kyoto Protocol: the Untied States and Australia have both rejected it. At the same time, national interest approaches have been significant deterred through the need for compliance to international political, security or economic organizations. According to Setting a Value on the Future, Stephen Gardiner believes that the lack of a consensus on how to deal with the world’s environmental and energy crises is because it is â€Å"politically convenient not to deal with†. Both approaches have proven to be extremely problematic. One difficulty that Thomas Palley of the Economics for Democratic and Open Societies sees in national interest perspectives is a failure to recognize the distinction between corporate and national interests, (as cited in Jacobson, 2006). The suggestion is that confusing corporate interests, which primarily is centered on profit, the national interests that will be defined will be the interest of a few instead of the public’s and that it most likely will neither support environmental or conservation objectives (Wigley, 2006). On the other hand, without industrial development, there will be little headway in the development of efficiency and productivity technologies or the means to put them in practice (Jacobson, 2006). The most critical realization is that the issue is not just a political issue. Just as critical should be the realization that whatever, polices are to be implemented, they should be able to stand the test of time and changes in international relations. This because, achievement of environmental and energy goals will likely take a number of years before they are attained. President George W. Bush has raised a valid point regarding this issue: The fundamental question is whether or not we will be able to grow our economy and be good stewards of the environment at the same time, (as cited in Jacobson, 2006). Neither the Kyoto approach nor the national interest approaches, as they are utilized today, seem to fully address these concerns. However, this should deter the commitment to environmental protection and rehabilitation as well as energy conservation. In conclusion to recognize non-political elements influencing the issue, to institute long-term policies and resources and to develop and implement policies that recognizes both perspectives. Just because the ammunition appears to be damaged beyond being dangerous the slightest amount of static electricity from clothing may detonate munitions. Before starting an investigation of any kind, obtain the list of munitions aboard and have the explosive ordinance disposal (EOD) team remove or inert them. Again eagerness must be controlled and situational awareness must be exercised to be on the lookout for those munitions that may not have been recovered. Also, though tedious, the locations of all munitions need to be noted, as they will hold clues as well. The ejection seats can also present extreme dangers to untrained and careless investigator. Asphodelaceae (Aloe Family) CLASSIFICATION Dahlgren et al. (1985) divided the Monocotyledons into several superorders of which the Liliiflorae is the largest. The order Asparagales is the largest of the five orders within Liliiflorea. One of the families within Asparagales recognized by Dahlgren and his co-workers was Asphodelaceae (Chase et al. (2000). Asphodelaceae consists of the sub-families, the Asphodeloideae and the Alooideae. The Alooideae consists of six genera of which Aloe is the largest. The sub-family Alooideae are noted for their spectacular secondary growth, a characteristic used to define the Alooideae as monophyletic. On the other hand, some workers within the taxa have considered the above two subfamilies were for sometime, considered to be separate families, the Asphodelaceae and Alooideae (Dagne and Yenesaw 1994). Determining the proper phylogeny was difficult because some authors have argued that Aspodeloideae is not a monophyletic group. Also, the Aspodeloideae are more varied and share a great deal of m orphological similarities between other groups (Chase et al. 2000). The latest generation of chemical information on species belonging to these two groups is believed to reveal the relationships among the various taxa and to assist in establishing taxonomic classifications at various levels (Dagne and Yenesaw 1994). However, there is still not strong enough evidence suggesting both sub-families should not be included in a single family, the Asphodelaceae (Bisrata 2000). MORPHOLOGY Asphodelaceae is a distinct family from other liliod monocot groups by a combination of several morphological and reproductive features: simultaneous microsporogensis, atypical ovular structure, lacking steroidal saponins, producing seeds with arils, and the general presence of anthraquinones. Basic morphological features of genera within the Asphodelaceae consist of mostly herbs, shrubs, and sometimes arborescent, which grows into woody forms with trunks that can grow up to several meters high. The leaves are arrangement is alternate, spiral or 2-ranked that usually form rosettes at base or ends of the branches. The leaves are often thick and succulent with parallel venation. The succulent aloes vary in size and morphology from the dwarf rosettes (Adams et al. 2000). Vascular bundles are arranged in rings around mucilaginous parenchyma tissue, the bundles have parenchymatous aloin cells in inner bundle sheath near the phloem poles. The association of aloin cells and central gelatino us zones are synapomorphic for species with Alooideae (Judd et al. 1999). The perianth is usually bisexual and showy, with 6 distinct to strongly connate, non-spotted tepals. Reproductive flower parts have 6 distinct stamens and 3 connate carpels and a superior ovary that contain nectaries in septa.

Understanding Term Spreads or Interest Rate Spreads Term spreads, also known as interest rate spreads, represent the difference between the long-term interest rates and short-term interest rates on debt instruments such as bonds. In order to understand the significance of term spreads, we must first understand bonds. Bonds and Term Spreads Term spreads are most often used in the comparison and evaluation of two bonds, which are fixed interest financial assets issued by governments, companies, public utilities, and other large entities. Bonds are fixed-income securities through which an investor essentially loans the bond issuer capital for a  defined period of time in exchange for a promise to repay the original note amount plus interest. Owners of these bonds become debt holders or creditors of the issuing entity as entities issue bonds as a means of raising capital or financing a special project. Individual bonds are typically issued at par, which is generally at $100 or $1,000 face value. This constitutes the bond principal. When bonds are issued, they are issued with a stated interest rate or coupon that reflects the prevailing interest rate environment at the time. This coupon reflects the interest that the issuing entity is obligated to pay to its bondholders in addition to repayment of the bond principal or the original amount borrowed at maturity. Like any loan or debt instrument, bonds are also issued with maturity dates or the date at which full repayment to the bondholder is contractually required.​​​ Market Prices and Bond Valuation There are several factors at play when it comes to the valuation of a bond. The issuing companys credit rating, for instance, can influence the market price of a bond. The higher the credit rating of the issuing entity, the less risky the investment and perhaps the more valuable the bond. Other factors that can influence a bonds market price include the maturity date or the length of time remaining until expiration. Last, and perhaps the most important factor as it relates to term spreads is the coupon rate, particularly as it compares to the general interest rate environment at the time. Interest Rates, Term Spreads, and Yield Curves Given that fixed-rate coupon bonds will pay the same percentage of the face value, the market price of the bond will vary over time depending on the current interest rate environment and how the coupon compares to newer and older issued bonds that may carry a higher or lower coupon. For instance, a bond issued in a high-interest rate environment with a high coupon will become more valuable on the market if interest rates were to fall and new bonds coupons reflect the lower interest rate environment. This is where term spreads come in as a means of comparison.   The term spread measures the difference between the coupons, or interest rates, of two bonds with different maturities or expiration dates. This difference is also known as the slope of the bond yield curve, which is a graph that plots the interest rates of bonds of equal quality, but different maturity dates at a specified point in time. Not only is the shape of the yield curve important to economists as a predictor of future interest rate changes, but its slope is also a point of interest as the greater the slope of the curve, the greater the term spread (gap between short- and long-term interest rates). If the term spread is positive, the long-term rates are higher than the short-term rates at that point in time and the spread is said to be normal. In fact, there are only 57% and 39% of Yemenis believed that the government has the capacity to improve good governance, peace, and poverty level (â€Å"Yemen Ranked 106â₠¬ ). Since the violent protests and demonstrations, the security and political setting are deteriorating. This made Yemen a deeply divided and poorest nation in various world indices, particularly in the Arab world (Bakri and Goodman). The Yemenis are highly discouraged on their government’s position about environmental preservation, particularly in the country’s oil resources and freshwater. There are several environmental regulations that have been enacted to govern hazardous wastes, soil erosion, desertification, carbon emission, and many more, but these are not properly observed and seriously implemented by the government. The liberal society is marked by societal preferences, whereas the republic society is marked by societal values. Because of this, some critics, including Habermas and B oesche, believe that liberal societies have a problem with legitimacy of laws, as these laws are not based upon societal norms, but, rather, are based on something less, and these laws are subjected to being dismantled by lawmakers on a seeming whim. The international stage is a macrocosm of these problems, according to Dryzek, as the international relations are marked by competition between disparate groups who do not necessarily agree upon becoming a unified whole. Deliberative democracy may help to overcome the problems which are inherent in a liberal democracy. Deliberative democracy introduces reasoned discourse into the political process, therefore it provides more of a substantial underpinning to the moral arguments which mark liberal societies. The way that deliberative democracy benefits liberal societies is that deliberation provides an educative function, as well as a way of bringing disparate communities together in realizing that they might have common ground. It also i s beneficial in that it introduces an element of reason into procedures which determine the common good, which makes these procedures more legitimate. Chinas Threats - Essay Example Finally, the effects of these threats must be evaluated. Many believe that the four most important issues regarding this question are 1) population 2) economic 3) military and 4) technology. While these areas are easily justified, the real reason behind the threat is somewhat unclear. This is largely because China, as an international role player, has no known or declared objectives. Thus, in order to have a basic idea on China's immediate and future plans, one must look back in history and decipher China's policies and ideals. In the 1960s, according to Okabe (1968), China's medium-range objectives consist of the following: promotion of world revolution and acquisition of resources, markets and territories; bolstering national security primarily against the American "threats;" and asserting its role in the international community. Although the ideals of a world revolution are hard to discern in the current objectives of China, at that time, it was apparent that its leaders valued the importance of promoting world revolution to obtain lasting peace. Related to this is the aim of achieving self-reliance as manifested by the need to add territories, markets and resources. Self-reliance entails capability of protecting a nation internally and externally thus fortifying national security is a logical step. ... Population threat Being the most populated country in the world, China has always been considered a threat to the rest of the nations. The truth is, in order to avoid perpetual explosion of its population, China had come up with a policy obliging couples to have only one offspring. Issues had been raised regarding the implementation of the said strategy but nevertheless, an estimate of 300 million people would have added to China's population if the policy was not applied. In less than three decades, China achieved a far more advanced transition in terms of demography, an area wherein other developed countries spend centuries to attain. According to the country's Census, the total population of China as of 2000 is 1,242,610,000. Hand-in-hand with this is a relatively low total fertility rate of 1.2 which is a lot less than the figures previously reported. These records made an impact to people by raising speculations whether the results were reliable or not. Majority of the country's population believ ed that the Census might have underestimated the accurate population count of China; stating, too, that many of the younger members of country's inhabitants especially the newborns were not reported and registered in China's Census. The population figures and total fertility rate reported by the Census, whether it contained underestimated and unreported data, are still far less than the possible rate of population replacement of 2.1. In this research method, a subset of a sample is chosen from a population. All individuals are chosen randomly by chance, so that all individuals have the same probability at all the stages of the sampling process. (Patton, 2002). In both large and small populations, such process is done without replacement. An individual avoids choosing a member of a population more than once. Simple random can also be done with replacements but, when done without replacement, it not independent but it still accommodates interchangeability. For an extremely small subset from large population, simple random sampling without replacement gives the same results as wit replacement. Unbiased sampling is incredibly paramount so that the sample selected represents the entire population. This does not show that the sample is a perfect representation of the popula tion, but it provides valid conclusion in relation to the population. This is the simplest sampling technique, and it requires a complete sampling frame which is not feasible to construct from a big population. (Zikmund, 2010). One critical advantage is that it is free from errors, and it requires exceptionally little knowledge on the subsets. The respondents were people who could understand all that were required, and thus especially minimal explanation was required from the researchers. The questions that were used were applicable to all the businesses that were involved in the research. This is because, in simple random sampling, the subsets selected are picked from the target population. This makes it easy to interpret the data collected. The data collected was easy to analyze, and analyze since the respondents had almost the same answers to the research questions. The method was also suitable because the research was not gathering technical information that required experts. It was economical to explain the questions to the respondents, since it did target a large number of people. (Creswell, 2009). On the contrary, it has a lot of errors due to the randomness of selection that can give samples that do not reflect the characteristics of the actual population. For example, a simple random sampling of 20 businesses will averagely produce 10 businesses that got assistance from venture capital and 10 that did not, but the actual trial will over present or under present one of the category. The result of the research was incredibly consistent with the expectation of the researcher. There was no immense variation between the actual and the expected. This implies that simple random was a superior method for this research. Simple random sampling is tedious and exceptionally cumbersome when done from a large population. There was a lot of movement from one enterprise to the other to look for the respondents. Some of the respondents were not available at the time o f conducting the interview, and so the researcher had to go to another time. Immigration Legislation Essay In general, there has been much debate about the first settlers in the United States; one theory is that the original settlers were from Northeast Asia who eventually were the ancestors of the Native Americans (Rapid Immigration web site, n. d. ). The second theory is that settlers were from â€Å"Polynesia, South Asia or even Europe† (Rapid Immigration web site, n. d. ). The first recorded discovery was of Florida by Spain through Ponce de Leon in 1513 (Danilov, 2003). Spain discovered and explored other parts such as â€Å"Texas, New Mexico and Arizona† and Colorado and Mississippi Rivers through de Vaca, Coronado, and De Soto, respectively (Danilov, 2003). The Spaniards settled in Florida, California and the south-west area of America. The Spaniards engaged primarily in mining of precious metals. The 16th century marked the arrival of English explorers for the purpose of establishing government in overseas colonies and for economic purposes as well (Danilov, 2003). They settled in Virginia in 1607. The Dutch established trading posts and were the ascendants of three Presidents of the U. S. The English people arrived steadily and established settlement in different areas (Danilov, 2003). The French arrived in 1700. There was a war that ensued between the English and French and the former won until the French was defeated at Quebec. The term ‘immigrant’ came about in 1787 with an issue as to the distinction between those who merely colonized and settled in America vis-a-vis those who arrived when laws, customs and language have been established and set (Danilov, 2003). There was agriculture depression in Europe, thus, 15,000 people sailed to North America in 1830. A large number of Irish and Italians engaged in agriculture while in Massachusetts, mill towns were established. Germans also immigrated to America due to the failed German revolution. Most of the German Jews were engaged in business. Russians moved to America in the last part of the 19th century (Danilov, 2003). Italians on the other hand, settled in America in the early 20th century. In fine, the immigrants from Europe and Asia settled in America â€Å"to seek their fortune† because they thought that the country had unlimited resources and opportunities. The Africans on the other hand, did not settle in America voluntarily, they were brought to serve as slaves (Rapid Immigration web site, n. d. ). Historical Perspective of Immigration of Latinos Many believed that the Latinos or Hispanics arrived in America between the years 1496-1542 when Hernando de Soto who led the Spanish expedition to the southeastern region of the U. S. (Leidermann, 2007). Latinos settled in other areas like Arkansas in early 1890s. They lacked â€Å"education, skills and knowledge of the English language† (Leidermann, 2007). Most of them were employed in the agricultural businesses. When there was construction boom in the early part of 1980, demand for labor increased and they were the ones who filled the job need. The unskilled Latino workers filled also the jobs related to the poultry industry (Leidermann, 2007). The Cubans passed through the port of Mariel such that the refugees were named ‘Marielitos. ’ Some established residence in Florida, Fort Chafee near the Sebastian County (Leidermann, 2007). In bigger cities, â€Å", Latinos are moving up the economic scale and hold better jobs, own homes, and are business entrepreneurs and managers† (Leidermann, 2007). According to Suarez-Orozco Sommer, the Latin Americans comprise the largest percentage of immigrant group category (Suarez-Orozco Sommer, 2000). The total figure of people from Europe who emigrated in the U. S. is equivalent to the figure of those from Latin America. Based on the U. S. Census Bureau, there are approximately 31 million Latinos which comprise 11. 2% of the total population (Suarez-Orozco Sommer, 2000). In 2003, they are the largest number of minority in the U. S. (Saenz, 2005). â€Å"Of the top ten sender countries in the last decade, four are Latin American and Caribbean: Mexico, the Dominican Republic, Cuba and Jamaica; in the next ten are Haiti, El Salvador, Colombia and Peru† (Suarez-Orozco Sommer, 2000). Border Fence Act The Border Security Act (H. R. 6061) was just recently passed in 2006 and sponsored by Representative King (Thomas Library of Congress web site, n. d. ). The law was signed by President Bush on October 26, 2006 (Fletcher Weisman, 2006). According to him, illegal immigration is on the rise and it is necessary to enforce the laws and provide for a comprehensive immigration system (Fletcher Weisman, 2006). This law provides the establishment of a 700-mile fence â€Å"between San Diego, California, and Tijuana, Mexico† (Robbins, 2008). The law seeks to achieve reform in the immigration system and policies of the country and its enforcement through apprehension of those who may illegally cross the fence (Robbins, 2008). The law directs the Homeland Security to â€Å"achieve operational control over U. S. international and maritime borders† which includes border patrol and surveillance and the use of equipment and technology to achieve this end as well as physical infrastructure to discourage illegal entry (Thomas Library of Congress web site, n. d. ). The fence is described as a â€Å"double-and-triple fence. † The first layer is made of airplane landing mates while the second is a steel mesh developed by Sandia National Laboratories. The â€Å"third chain link fence† is â€Å"topped with barbed wire† (Fletcher Weisman, 2006). There is a 150 foot of open space between the first and second fences used to station vehicles and surveillance cameras (Fletcher Weisman, 2006). In addition, there are air and ground border patrol agents deployed. Antiterrorism and Effective Death Penalty Act of 1996 The Antiterrorism and Effective Death Penalty Act (AEDPA) was signed into law in 1996 as a product of different and diverse efforts to address a variety of issues (University of Michigan web site, n. d. ). The two tragic incidents that led to the drafting and passage of this were the Oklahoma and World Trade Center incidents (Doyle, 1996). Among the other provisions, most salient to immigration is Title IV which refers to terrorists and criminal alien removal and exclusion. The Immigration and Nationality Act, specifically section 241(a)(4)(D) terrorist aliens may be deported, however, these aliens exploit and use â€Å"procedural and substantive provisions† to delay expulsion (Doyle, 1996). Thus, the need for a better crafted procedure is imperative. This law has in fact addressed such problem. In a nutshell, the Federal Rules on Evidence does not apply in these proceedings; evidence in a camera can be admitted by the court; evidence gathered under the Foreign Intelligence Surveillance Act can be presented as evidence; the Attorney General is authorized to detain alien at the start of the proceedings (Doyle, 1996). The law also authorizes the Attorney General to grant asylum only in cases where persons are not threats to national security. Asylum procedures and criminal alien proceeding have been improved (Doyle, 1996). Right of Police to Question Immigration Status Fears and protestations arouse due to the impression that the police are authorized to inquire into the immigration status of immigrants, i. e. Latinos. However, Los Angeles police clarified that Special Order 40 does not authorize police to inquire into the immigrant status of aliens (Los Angeles Board of Police Commissioners, 2001). The concern and inquiry shall only be when there is present, a larger criminal investigation involving the alien suspect (Day, 2006). The pertinent Special Order was already adopted in 1979 and it had negative effect on immigrants considering that it led to abuse both of those who are documented as well as those, undocumented. The Latinos felt that the very police who were supposed to protect them were the very ones who abused them (Day, 2006). In Phoenix on the other hand, a different policy was devised as authored by Governor Phil Gordon (Archibold, 2008). Under this new policy, all those involved in criminal charges will be questioned about the status of their stay in the United States. Moreover, the police are empowered to coordinate and report to the Immigrations and Customs Enforcement (Archibold, 2008). Conclusion With the enactment of Border Fence Act, it has singled out Hispanics with an apparent bias. The border fence which oppositionist calls as the ‘Berlin Wall’ segregates Mexico where majority Hispanic immigrants come from. This decision was largely due to the fact that number of Hispanic immigrants is the largest compared to other groups of immigrants. The Border Fence has not been effective because reports reveal that the number of illegal immigrants who entered have in fact, increased. Moreover, the success rate of the Government is based on a measure which is not reflective of its effectiveness. Apprehensions are counted to determine success but a person may be apprehended ten times and get through the 11th time. It is also opined that the fence disrupts the movement of migration because people from Mexico travel to the U. S. for a seasonal work. The AEDPA is also criticized as not being effective. The expulsion proceedings take so much time and can easily be delayed. The most criticized move is the right of the police to question immigration status. To many it violates their right of privacy and which may lead to racial and ethnic profiling because the Latinos are being singled out from the other illegal immigrants. The U. S. is known to be a democratic country with full opportunities for everyone. In enacting and enforcing its immigration laws it should be guided also by that policy with the end in view of treating immigrants in equal footing rather than singling out a particular race or ethnicity simply because it comprised the largest number of illegal immigrants.
